New Methods For Evaluating Programs In NSF ’ S Division Of Research , Evaluation And Dissemination

T National Science Foundation (NSF) sponsors many programs in science, engineering, and mathematics (SEM) education. All of these programs are “extramural,” in that NSF makes awards to some performing organization—generally a university or nonprofit organization. The award is usually a grant award, administered under conditions specified in Grants for Research and Education in Science and Education (NSF, 90-77, October 1992). (The programs also make contract awards and enter into cooperative agreements, but these are a very low proportion of all awards and are not the subject of this paper.)
